Councillors have been campaigning for facilities ever since the toilets in Captain Street were closed earlier this year by Bolton Council. The town council was expecting to use two different sources of funding to build toilets in St John Street near the market, but the cash has now been swallowed up by other budgets in a reorganisation of council finances.
